SFU Signs MoU with Hainan Boao Lecheng Administration Jointly Advance Medical Talent Development and International Standardisation

17 Jun 2026
Saint Francis University (SFU) today officially signed a Memorandum of Understanding with the Hainan Boao Lecheng International Medical Tourism Pilot Zone Administration (Lecheng Administration). The two parties will jointly focus on collaborative talent cultivation, two-way exchanges, and the joint establishment of international standards, reaching a strategic partnership for internationalised nursing talent development. This collaboration aims to support Hainan in building a highly competitive hub for nursing talent and enhancing its healthcare service capabilities.

This cooperation echoes the "Healthy China 2030 Planning Outline" and the development goals of the Hainan Free Trade Port. The Memorandum of Understanding was signed by Professor Stephen Cheung Yan-leung, President of Saint Francis University (SFU), and Mr. Fu Sheng, Director of the Lecheng Administration, marking the commencement of a three-year partnership. The two parties will establish a high-level meeting mechanism and a joint working group to ensure steady progress of collaborative projects.

Professor Cheung stated
, "As a pioneering applied sciences university, SFU places equal emphasis on knowledge and practice. We offer professional programmes in nursing, physiotherapy, and dispensing pharmacy to cultivate skilled professionals in support of national and regional development needs. We look forward to strengthening exchanges and collaboration between the two regions in healthcare talent development, clinical internships, professional training, and standards development through this partnership, leveraging SFU's educational strengths and Lecheng's clinical resources to promote advancement in education and health sciences across both areas."

Under the framework of this MoU, both parties will deepen collaboration across key areas including nursing talent training, joint development of international standards, and academic exchanges. The inaugural project will be the "Lecheng–Saint Francis University International Nursing Talent Training Programme," with SFU S.K. Yee School of Health Sciences responsible for curriculum design, teaching team deployment, and instructional delivery, while the Lecheng Administration will handle student recruitment and venue support. Concurrently, both sides will explore the establishment of internship and employment bases for SFU students in Lecheng, as well as a high-level talent matching platform. SFU will annually offer places to Lecheng for short-term vocational skills certificate courses, develop customised training programmes based on the park's needs, and dispatch expert teams to jointly conduct research, formulation, and validation of the "Lecheng Pilot Zone International Nursing Service Standards" with the Lecheng Administration. Feasibility studies will also be conducted on offering professional training courses in rehabilitation fields such as physiotherapy.

SFU believes this cooperation represents a significant step in expanding its influence in international nursing and rehabilitation education, and looks forward to working with the Lecheng Pilot Zone to create a leading Asian model for medical talent cultivation.
