Biography
Louie K.S. Lou is Senior Lecturer of Felizberta Lo Padilla Tong School of Social Sciences, Caritas Institute of Higher Education (CIHE), Hong Kong. Before joining CIHE, he was the part-time teaching staff of The University of Hong Kong, Lingnan University, UOW College Hong Kong, and Hong Kong Association of Gerontology for Master degree, Undergraduate, Associate Degree and Certificate courses.
Louie has over three decades of experience in direct practice. He was the Senior Social Work Supervisor of Services for the Elderly, Caritas - Hong Kong. In the 2020s, he supervised the Caritas Jockey Club Resource and Support Centre for Carers and the Integrated Home Care Service of Sai Kung and Tseung Kwan O District. He also coordinated the Homecare services of 15.5 Home Care Teams and 1.5 Enhanced Home and Community Care Service. He monitored the implementation of the Pilot Scheme on Home Care and Support for Elderly Persons with Mild impairment.
In the 2010's, he promoted the services of University for Third Age, Young Old Paid Volunteer, Elderly Video Team, Elderly Vocational Training, Elderly Lifelong Learning and Elderly Volunteer Recognition Systems. He also set up the self-financing service of the "Third Age Centre" and applied funding to set up the pilot centre for the promotion of Third Age services to the thirteen elderly centers of Caritas.
In the 2000's, he set up the first "Caritas Federation of Senior Citizens" , service user participation project for all the 34 units of the Services for the Elderly. He also supervised the Neighborhood Elderly Centre and Integrated Home Care Services, Self-financed Daycare Centre and Elderly Homes. He coordinated the service development, fund raising, program evaluation, staff development, Service Quality Standards set up, review and audit, and information technology development for the Services for the Elderly, Caritas-Hong Kong. He also acted as the Fieldwork Supervisor for the Social Work Students of the Caritas Francis Hsu College.
