Flora graduated from the Queen Elizabeth Hospital School of Nursing and obtained the professional qualification as a registered nurse (general). She then received the Bachelor Nursing degree (with honors) from the Chinese University of Hong Kong, the PGD in Education from the Chinese University of Hong Kong and the M.Sc. degree in Health Education and Health Promotion from the Chinese University of Hong Kong.
Flora previously held lecturing positions at the University of Hong Kong, and the Hong Kong Institute of Vocational Education (IVE). She has been a Senior Lecturer at the School of Nursing, Union Hospital for two years. And currently, she was a Senior Lecturer at the Caritas Institute of Higher Education, Tseung Kwan O.
